The talent market

Audit and assurance is the regulated backbone of every accounting firm across Asia, and in CharteredPartners' core markets - Singapore and Hong Kong - the talent that signs and leads engagements is the hardest in the profession to recruit and retain. Singapore's professional body, ISCA, supports over 43,000 members and is the entity designated by the Ministry of Finance to confer the Chartered Accountant of Singapore [CA (Singapore)] designation [1]; Hong Kong's HKICPA, with over 47,000 members, is the only statutory body that registers auditors and issues practising certificates in the territory [2]. Yet only a fraction of those members hold the public-accountant registration needed to sign opinions on listed entities, and that signing-eligible layer is where hiring is hardest.

Demand is rising with the region. The Asia-Pacific audit and assurance market was estimated at around USD 30 billion in 2024 and ranks among the fastest-growing in the world, propelled by IPO activity, foreign-investment inflows and tightening corporate-governance regimes [3]. Mandatory engagement-partner rotation on SGX- and HKEX-listed audits, tightening independence rules and a wave of partner retirements mean Singapore and Hong Kong firms are perpetually short of people qualified to sign on public-interest entities - a cohort that rarely answers job adverts and must be approached through retained, discreet search.

Demand is also broadening beyond the statutory audit. Singapore has made ISSB-aligned climate reporting mandatory for SGX-listed issuers from FY2025, with external limited assurance over Scope 1 and Scope 2 emissions following from FY2029 [4], while Hong Kong's record 2025 IPO market and Singapore's regional listing flow pull the same finite pool of assurance specialists toward capital-markets and sustainability work. Industry estimates put the wider global auditing-services market at roughly USD 234 billion in 2025 [5], but in Singapore and Hong Kong the binding constraint is not market size - it is signing-ready talent.
